What brand or type GTX 1070 GPU is it? Could it be an old mining card flashed with another vbios? Or a laptop-gpu slapped on another PCB? Did you disable the onboard GPU? Is the UEFI BIOS fully updated? Did you disconnect and re-connect all hardware and cables properly? There is really too little information after almost 3 years. I see your mobo (MSI H410M A Pro) is likely the 'worst' component in your system (which totally supports 2933MHz DDR4 RAM in 2x8GB ), but I don't think that's the real problem here. EDIT: did you try other input hardware like wired keyboard & mouse, on other USB ports?
I can say that I threw the wrong bios on my card in 2017 and my card did not turn on, then my card went to the service and they installed the bios and sent it again, at that time there were 380... drivers, there was no problem until 472.12 came. After 472.12, I tried all the drivers one by one with ddu, the driver is installed but my screen freezes and hangs.
there is only one single thing to explain this in my opinion wrong bios there is nothing else check the manufacturer for new bios update meybe there is a tool to do an official upgrade to the bios.
I tried about 5-6 bios via techpowerup but it didn't fix, they sent me the original bios but the same problem was still there.
You could only try and test that GPU in another PC - or have someone else do that for you. - Same issue? Then it's the GPU card. - Issue resolved? Then it's your system. This is not a driver porblem btw EDIT: typos
Gen 9 and 10 processors can deadlock on 20 and 10 series gpu's when these power saving annoyances are turned on.
