it's Intel E3-1230 v2. Think its performance should be close to an I7-3770.
It's not DSR is VSR.
DSR is Nvidia driver downsampling implementation, VSR is AMD implementation.
The cmd you said other people are downloading is to unlock 4K VSR (3840x2160) on 290(X) or 295X2 (your own card) not enabled in official drivers.
The only card with 4K VSR enabled by official drivers is the "mighty powerfull" 285X.
In the following pic you can see the resolution you get from VSR if you have a monitor with native resolution set at 1920x1080.
Underlined red is VSR res from official driver.
Circle red is added VSR 4K res (3840x2160).
15.4 drivers still don't have 4K VSR or any VSR for 6000 and 7000 series.
The cmd files (reg files) are still needed to unlock some VSR resolution in 6000 and 7000 series WAY better than none from official drivers.
Single GPU mode works fine with the reg files but crossfire in games is broke.
Just got the 15.4s installed, about to test out GTAV with them. I was playing last night with the 15.3s, but the game crashed to desktop after one of the characters was shot by the dude with an SVD in the first mission after the close call with the train.

Try this : when you're in the game, before starting playing, open the battlelog at the main screen. Close it, play your game, close the game and it won't crash !
It works also in campaign mode.
I think he meant the driver reset itself.

I've done a clean install and I'm not going over my limit....
Not sure if it's R* fault or something with the driver. MSAA is not working for some AMD GPU setups. See Screenshot.
This only happens when outside and on daytime. Disabling MSAA solves the issue.
So what's the issue, what's going on? You shouldn't be having this problem.
Can't say much other than there is definitely a Dirt 4, it's not a mistake and it's pretty well complete and feature rich at this point. It's going to drop soon.
Does this driver provide any fixes for dx9<->openCL interop bug witch seriously hinders performance? For example in advanced video renderer madVR there is nnedi3 algorithm for upscaling wich is implemented in openCL but the way dx9<>openCL interop works amd cards sometimes show even worse performance than nvidia ones with their half-baked oCL. The issue has been reported multiple times.
okay update on this one...
i just tested it because i also get the cpu spikes on mantle although my VRAM is never MAXED and use lowest settings and 0 background programs.
i tested it on windows 7 and on windows 10 to avoid OS-setup specific issue.
on both systems the cpu spikes STILL OCCUR with mantle
so it doesnt patch this annoying bug!
switching back to dx11 (aka sluggish mode) for the 999th time...
Failed. If u guys using single card, try the modded March 11 driver by asder00, that driver have much better single threaded and multithreaded performance and MSAA didn't give u flickering.

Exactly, I've just read Guru 3D article and I was coming to state the same thing. Shame on them!
notice how the subliminal / hypocritical thing about it is... that they use red and green as bar colors to differentiate between the chip manufacturers...
how sad and obvious is that please???
i mean red implies to people its worse than green in performance graphs...
and it happens to resemble somewhat their ranking as well...
i really despise them... and i think i will write a comment about this. i hope many of you do that too!

Did any one try to Guru3d benchmark game setting
Most of the settings are high not even very high that is why it not giving accurate result.
Come on Guru3d u are checking GTX Titan X,GTX 980 and R9 290X with high settings?
