Do you use Nvidia's Driver Limiter or RTSS to limit your framerate? Any pros and cons to either?

Apologies but isn't that exactly what being CPU bound does? Starve the GPU of work/prevent the GPU from being fed which leads to stuttering? I imagine I'm misunderstanding your meaning. I had thought, it seems wrongly so sorry about that, they simply tested titles with slow CPUs/memory at low resolutions for example, but I expect I'm misremembering. I know this has already been hashed out on Guru3D in the past but I was reminded of it given Rich said in his 4090 video that AMD often seemed to do better in CPU bound scenarios. Thanks,

If segments of the GPU were asleep/low power I wonder if their results would've changed if they'd forced "Prefer Max Performance" on the GPU or some such.

Thanks for testing this further, that's great to know. Very weird, I must say I never did test in-game ON with control panel also ON, good find. Game is doing something weird then it would seem, huh.

no, cpu bound is when the application has the cpu resources it can use maxed out and can't prepare any frames for the gpu to render
