Is there a way to install DX10 on XP?

No, If it where no one would use Vista.
Not true...I would. I've enjoyed Vista64 more than I ever did XP. But that's just my opinion, and experience.

Technically you can install DX10 libraries on XP. But you can't use them for DX10.

There's no point saying 'no', because you can install DX10 libraries on XP. It just stops a lot of games working. So there's no point doing it.

No , DX10 its exclusive of windows vista OS and you will need a DX10 Card compatible to make use of it. Some people have Dual Boot like myself. My
DX9 Games i Play in XP and my DX10 Games I play in Vista.

That's exactly what I do myself - but to answer his question, yes there seems to be some hacks out there to implament DX10 on XP, but people get mislead by them. In reality all they do is allow DX10 games to RUN in XP, for those games that require vista, but they will NOT be using any DX10 features, it's just a compatibility thing - with the hack you can run DX10 games on your DX9 card, again it will RUN but not in DX10 mode Sounds confusing doesn't it ?
