Did AMD do something to their encoder since driver 20.11.2?

    Oculus Link has been broken on every driver release (4-5) since 20.11.2 (including both WHQL and VRT beta 20.11.2 drivers, 20.11.3, and 20.12.1). It works fine on 20.11.1 Adrenaline, 20.Q4 Enterprise, and older drivers.

    Someone mentioned that AMD changed something with their encoder which would explain this breakage (Oculus Link relies on the GPU encoder), but I didn't notice anything in the release notes with any of the driver releases since then noting anything with the encoder or video encode/decode in-general.

    Is there some kind of actual confirmed change with the encoder driver-side? Has anyone noticed anything different at all with video playback in-general since driver 20.11.2?
