I'm seeing these spikes during games, flash animations, videos, Firefox, emulators, and even while dragging a window around. My CPU usage never really went over more than 40%, except when I was encoding MP3s... so I'm a bit concerned.

the CPU processes the code as a series of off switches (no current) or on (current) thru the logic gates

    Ya and....
I want to be careful here because I would not want people to get the wrong idea that if thier PS is bad it will cause their CPU to run more.
Which would require even more power, not that it's ever going to happen anyway.

I just think the video card is passing off much of its processing duties to the CPU, which is causing the CPU usage spikes.

At the risk of repeating myself and others....pretty interesting that your CPU load with Firefox went down when you changed power supplies, and I can't think of any direct explanations why other than what's already been mentioned.

Have you reinstalled XP yet? Maybe try running DXDIAG.exe and the task manager at the same time and do the directdraw tests there and see how the cpu handles it.

I haven't been able to reinstall XP because I need this computer to do work. I may be able to do this tonight, but I'm not sure yet. :(
