As the title says can I format an "Active" labeled drive ?

The OS is not installed on this drive.
In the Disk management it says
    Healthy (Active, Primary Partition)

Depends on whether or not the partition contains system files. Every drive will have at least 1 "active" partition, which I assume is why mmicrosysm gave the answer he did.
