Is this a sign of the manufacturing process maturing for AMD? XT, XTX and now XTR grade chips? That is really good news!

Though squeezing more performance out of the chips is good, AMD should really be focusing on using these binned parts for better performance-per-watt. The 580 is a good performer for it's price point, but compared to a 1060 or 1070, it's a little power hungry. If the voltage could be lowered without lowering performance, that could make these GPUs much more appealing, especially when consumers are told about the greater OC potential (in the event they do care about speed vs efficiency).

I personally think it's a good move to offer binned chips. That's always something I am hoping for.
