Is there a fast and easy way to tell if the evga gtx480 I have bought is a good overclocking card? If not I would like to return it.
The best way to tell if a card is a good overclocker is to do as UnclePapi suggested and overclock it. VID doesn't prove whether or not a card will overclock well....nor does it being overclocked from the factory. Some chips require more....some less voltage....doesn't really prove anything about the chip's potential to overclock. A chip with a VID of 0.962 won't necessarily overclock further than a chip with a VID of 1.000....or less than a chip with a VID of 0.925. Overclocking heavily depends on the integrity of the chip as a whole...as well as every over component, including the PCB itself.
Good elaboration  For example certain vendors may get a crappy vid core but on some cards they put a pretty good power stage on them to where even the crap cores can overclock decently. Plus like you said a thicker PCB helps with heat dissipation etc
