Any modified AMD drivers to enable duplicate view with different resolution monitors?

I have an AMD Radeon R9 200 and I'm using AMD's official Catalyst drivers. I have two monitors with different native resolutions, but when I enable clone view, it restricts the maximum resolution of both monitors to the smaller native resolution.

My question is, are there any drivers out there that can take my 3840x2160 desktop and translate it down to 1920x1080 so my TV can display it without cropping?

I want to be able to keep my 3840x2160 native resolution on my monitor while using clone view with my 1920x1080 TV. Do you know of any custom driver suites that can accomplish that?

turn gpu scaling on in CCC

alternatively, turn stretch on in the monitor's settings.
