In NVCPL,there are 2 difference groups in resolution setting, PC and UHD/HD/SD. I wonder what are the difference ?

As I've said it depends on the EDID information of a display. Some displays will have limited refresh options in the "TV" modes for example.
The HD settings are for output to a television, it will output in video levels and not upscale, use overscan correction, and probably has specific timings for video signals.
This. They are timing modes meant for video. Don't use them, in fact you should use CRU to create an EDID override to disable them as they will eventually cause some kind of problem with one game or another that refuses to detect and use the proper PC timing resolutions at full refresh rate. Or vice versa.
Does CRU update the active entry if you select a different resolution? An idea could be to compare what CRU says between the resolutions
Sounds like an issue on your end. I wouldn't advise messing with CRU or EDID unless they absolutely have to.
Its a well documented thing for more then one user. Sure we will listen to your all knowing power here.
To have more than one resolution and refresh rate on Windows is pure self inflicted torture, with idiot programs reliably picking wrong modes.
From what I understand, the games don't pick the modes directly, they ask DXGI for a video mode according to a specification, i.e. 1080p 60hz, DXGI then returns the closest available video mode for the bound display, which may happen to be one of the nvidia TV modes.
