What am i supposed to download?

Download the driver with filename: GCN-WHQL-SpotFix-NimeZSlim-XXXXXXXX
Then download the dependencies: Adrenalin V1.5 with name ccc2_gcn_install.exe

I thought we would get the 21.6.1 driver.
Yes, isn't pure 21.6.1. It's based on 21.Q2, but with updated AMD DirectX, Vulkan, and OpenGL ported from 21.6.1. This things will keep WHQL Present on System. The WHQL is a requirements for game protection like EasyAntiCheat to run. It's like using Windows 10 LTSC with important updates only.
Btw, do you install the driver with Run As Administrator? I use GCN based 1.0 (HD 8790M)

Just re-run the installer as administrator and try reboot after finished.
By installer you mean this bat file here right?

Ok so i tried this, and nothing changed.
Tbh i just wanna know if my card can take advantage of fsr, thats why i thought of trying to update the card.
Of course it can, because my HD 8790M are supported FSR, which more old than your R9. Tested on The Riftbreaker and DOTA 2
Im not sure if trying to push more to find the reason of my card not upgrading is worth it. I mean i doubt there will be any performance bump from that.

Okay, let me share my experience with this GCN driver.
I have a XFX R9 280 TDFD (non-X).
I used AMD Cleanup Utility beforehand.
It displays a "Windows can't verify the publisher of this driver" message you must click install anyway during the installation, is it supposed to?
Afterwards it's recognized as HD 7900 series. Original driver says R9 200 series. I know it's the same chip but still... Does it make sense with the information that the INF files weren't modified?
The GCN Adrenalin UI is older than the one in 21.4 / 21.5 legacy original drivers.
The next time Windows auto updates it replaces the driver with one that says R9 200 and you can't open the control center anymore (driver mismatch)...
So, it doesn't seem to be usable, or advantageous at all atm (old UI, Windows will replace/break it) but looks promising/interesting if we can get features/fixes from future updates.
