Or block specific drivers or other terms (Such as *AMD* ) via additional Power Shell scripts for managing WU although I only really had much luck with denying Windows Update from checking for drivers through a combination of device manager settings and the group policy ones.
Once you're on the basic Microsoft Basic Display driver though the network connection has to go or Windows will pull down whatever it finds and force it which can be a problem when you're on a older GPU and it finds some older driver although I hope newer builds of the OS try to maintain minimum WDDM compatibility at least so you end up with something 2.6 / 2.7 compatible and not something from way back.

Plus if the user is a preview or beta channel insider and what's on these driver wise or the dev one although the user would also end up on Windows 10 ∞ jumping into the latest compiled user available build with it's various drawbacks as it's a testing oriented environment primarily so there will be bugs and known issues of a more severe sort.

Interesting to see a 20.10.x driver still as I thought AMD was on 20.20.x now, wonder if it's for something particular as I believe WSL2 and HGS both are on the 20.20.x branch so it's not Linux subsystem or GPU scheduler related.

Interesting... Looks like they are moving to a UWP settings app? The file is really old though... 2019.

EDIT: Looks like it doesn't have ccc2_install.exe inside the display driver folder either. It doesn't come with AMD Settings, Branding64, CNBranding, AUEP or any of that other crap either.

Well it doesn't really matters as it seems. It is exactly the same with 20.7.X driver to me. It also have ris and all gaming features, whereas older drivers from windows update never had any new features. This app maintained through Microsoft store internally on a later phase, it's always OK.

Radeon Settings Lite or Light or what it's called has been around for a long while though even the DCH driver in the main distribution opts for installing the standard CCC2_Install.exe Radeon Settings Software instead of linking into the UWP/Win10 Store for fetching the settings app.

Lite is missing some of the stuff found in the main settings software though and I don't know how often AMD updates it and if there's multiple channels, Realtek for comparison uses a few so on older audio chipsets or how it's linked you might end up with a earlier version than the latest available when using the DCH drivers they distribute and seemingly are transitioning into though slowly. (While less frequent the standard driver model is still distributed and updated.)

    EDIT:

EDIT: It's what the Windows Update driver model uses, pairs or registers the app as the driver is installed or how it's called by use of this instead of the standard settings software.
DCH driver model and it's recommendations and some criteria plus additional upcoming changes after Windows 10 20H1 though those might still take a while to see implemented or as a addition to the existing distribution model.

Radeon Software Adrenalin 2020 Edition 20.8.1 Highlights
    Support For

    • Hyper Scape™
    • Horizon Zero Dawn™ Complete Edition for PC
    • Grounded™RS-338
      • The Epic preset on the Radeon™ RX 5700 XT offers up to 9% better FPS performance playing Grounded with Radeon™ Software Adrenalin 2020 edition 20.8.1 versus the Radeon™ Software Adrenalin 2020 Edition 20.7.2.
    Fixed Issues
    • With Radeon FreeSync enabled, task switching to another display or application may intermittently cause the desktop refresh rate to be locked to an arbitrary interval causing stuttering.
    • Streaming and recording features are not working or are failing to enable on Radeon RX 5000 series graphics products in Windows® 7 system configurations.
    • Radeon Software may experience an application crash or hang when waking from sleep after joining the AMD User Experience program.
    • DOOM™ Eternal may experience a very dark or dim screen when changing V-Sync settings in game with HDR enabled.
    • Hot plugging a powered off HDMI display and then powering on the display, may intermittently cause a system crash or hang.
    • Enabling Instant Replay may rarely cause a system hang or TDR on Radeon RX 5000 series graphics products.
    • Compatibility Advisor may show an “Unable to get requirements” error message when opened. Users will need to perform a factory reset of settings in Radeon Software for this fix to take effect.
    Known Issues
    • With Radeon FreeSync enabled on Radeon RX 5000 series system configurations, task switching to another display or application may cause the display to flicker for a few moments.
    • Brightness flickering may be experienced on some VP9 video content playback through applications or web browsers on Radeon RX 5000 series graphics product system configurations.
    • Enhanced Sync may cause a black screen to occur when enabled on some games and system configurations. Any users who may be experiencing issues with Enhanced Sync enabled should disable it as a temporary workaround.
    • Performance Metrics Overlay and the Performance Tuning tab incorrectly report higher than expected idle clock speeds on Radeon RX 5700 series graphics products. Performance and power consumption are not impacted by this incorrect reporting.
    • With HDR enabled, Windows® desktop may experience flickering, and performing a task switch while in a game may cause colors to become washed out or over saturated.
    • Audio may experience instability when connected through an Audio Video Receiver via HDMI® on Radeon RX 5000 series graphics products
    • YouTube playback may become frozen with Microsoft® Edge player and Chrome™ when played on an extended display on some AMD Ryzen™ 7 3000 series and AMD Ryzen™ 4000 series APU system configurations.
    • Modifying the HDMI Scaling slider may cause FPS to become locked to 30.
    • AMD is investigating isolated reports of intermittent system hangs while exiting system sleep on some AMD Ryzen™ 3000 Series Mobile Processors with Radeon™ Graphics.
    • Some games may exhibit stutter intermittently during gameplay on Radeon RX 5000 series graphics products.
    • AMD will continue to monitor and investigate any new reports of black screen or system hang issues during extended periods of gameplay closely. Users are encouraged to use the new Bug Reporting Tool for any issues they may encounter.
