After new gpu [rtx 3080] my 10700k cpu vcore changed and lowered clocks

    I noticed this because when i was playing games, i seen my temps about 10c lower on everything, but the problem is now all 8cores now reach between 4600 mhz and 4700 mhz.
    Its weird because with my old gtx 1080 ti all cores reached 4900 mhz with one to 5100 mhz.

    Why is this ? its all stock settings btw i dont get it. Already tried a bios reset.
    Is this mainly because the cpu dont need that much power anymore for everything because i have a much stronger gpu now ?

    Specs are these:

    Msi z490 ace
    64 gb ddr4 Corsair Vengeance RGB @ 3000 mhz
    10700k [stock] H115 i Platinum rgb cooling
    Corsair AX1600i psu

    So whats going on is this normal behavior ?
    Vcore is also lower then i ever seen before its between 0.91 and 0.94
    While before with my gtx 1080 ti my cpu vcore was between 1.30 and 1.40.

    Honestly i have no problems with this lower vcore and cooler temps but i dont get it why it doesnt go higher clock as before all settings are still the same as before already tried default bios no use still same.
    Uploaded stats let me guys know whats going on please.

    Someone got some insight of this ?
    All 8 cores are running a fixed clockrate on gaming 8x 4690 mhz not higher or lower.
    While on desktop its hovering between 3.9 ghz and up to 4.9. and 1 core sometimes 5.1.

    I want all 7 cores 2b @ least on 4800 mhz and one core on 5.1 ghz while gaming like i had with my old gtx 1080 ti with default bios settings.

    I noticed the lower cpu clockspeeds after changing my gtx 1080 ti to an rtx 3080 and i have no clue why all clock speeds are fixed on 4690 mhz while playing games.
    Temps wont go higher as 55 c while gaming so thats not it. Idle between 25c and 30c all cores but then they are not fixed they hover around the mhz.
    Vcore on cpu is also way lower now when i switched to a rtx 3080.

    To sum it up my clock speed in gaming are hard locked to 4690 mhz all 8 cores. No matterr what games, but on desktop they change [what is norrmal] but not in gaming.

    hwinfo: I need help from some guru,s here thank u, are these normal clockspeeds and voltage in windows ? getting a bit paranoid here lol.
