You should be able to run everything everything maxed in Witcher 3 and have an Average of 70-80fps in Witcher 3 at 1440p.
Got my step-up aswell last week but only just got round to installing it. It too is the reference ACX 2.0 model. ASIC is 73.9% which I was happy about. I flashed the SC+ vBios onto it straight away and is stable as anything. Also put the eVGA 980ti Backplate on it. One thing I did notice with this was the thermal pads on the underside of the backplate were too thin to make contact with anything on the PCB, but I had some thicker ones laying around so put them on and that solved that !! Not going too mad with the OC'ing at the moment, but I'm running 1400/7800. Used Maxwell II Bios tweaker to mod the bios so it boosts to 1400mhz and the memory is 3900 (hence 7800). Whilst I was there I upped temp target to 90'c and increased power limit to 280w @ 100% (vs 250 @100% stock) = This ensures no throttling at my chosen overclock. The result is that I dont have to use any OC'ing software now for this card, it just does it itself Temps aren't too bad, but higher than my 970 and 980 previously - but to be expected. Looking at around 75'c fully stressed looping Heaven etc etc Gaming its usually a tad lower (due to not being 100% stressed all the time) May consider putting my Accelero Xtreme 4 on it at some point when I can be bothered as these ACX 2.0 coolers are a tad whiney under full load
^ I've got mine running at 1490MHz boost and 7920MHz memory. Seems to be stable at these settings, though I've only played for an hour at most in a couple of games, so can't quite guarantee stability just yet. BIOS modding scares me, so I'm stuck with the 85C temp limit (which the overclock can hit). To get around this, I've put a custom fan profile into Afterburner that seems to keep it at 80C with ~81% fan - a little noisy, so I compensate by turning my TV's sound up!
Nice, no throttling at that clock ? eg constant 1490mhz even under load? sweet !! No nothing like that thank god ! Ive had a few of these ACX coolers now, on a gtx 780 then on the 980 (2.0) version, and now this one. Probably one of the weaker aftermarket coolers imo. I usually stick my Accellro Xrtreme on them eventually. They do emit quite a bit of noise as the fan ramps up to 50%.
Without a custom bios, I'm pretty sure most of these cards will lower voltage and clocks every 10 degrees. My max overclock is 1510/7900 on both of my cards. But once the temps hit 75 on the top card (highest temp I've seen) the clocks drop to around 1480mhz. The Witcher 3 at 4K has been the best overclock stress test so far for me. If something isn't stable, TW3 will tell me.

Yup, no throttling, unless Afterburner is lying to me! Throttling only seems to occur when the card hits 85C. I love how everyone gets paranoid about this after the 970 incident. Well, if you're not water cooling, neither IMHO. I'd look for one with a reference blower.
The cards themselves run hotter, but they don't dump 85c x 2 into your case making EVERYTHING else much hotter. Which then just makes the cards themselves also run hotter...
If it's anything like their other cards that I've had, you're supposed to use their software that has 3 preset clocks to access their "OC" mode. Can't remember what it's called, but it's not Afterburner.
