I actually doing 4.3GHZ at 1.27V and it doesn't go above 70 at the highest load of all, gaming is around 45-55C.

So far, it's the best oc solution and temps are much better than PBO.

Just wanna add that for the past 3 years i ran a ryzen 7 1700 at 3.8ghz at 1.45v with 240mm aio that keeps it at 80c during video exporting and the cpu never had a single issue, a.k.a it never degraded. Say, needing 1.5v now for the same ghz. It never caused any problems. The chip was super unlucky but hey at least it answered to me that exact same degradation question.

Today i was in a mood to test some things out.
    PBO (~4.4GHz 1.460v) Vs Manual Per CCX OC 4.3GHz x4C and rest at lower 4.250 x2 /4000/3900 1.318v
    Test conducted in AC:Origins - Vega at 1704MHz 1.087v ~167tW 70FPS Cap

PBO get 8259pts and Manual OC got 8300pts (In game tool).

Manual overall performance is a notch better than PBO.
Temps & TW was also lower at Manual 59Deg C vs 63Deg C
Overall all is better on the Manual side of the Zen2 :p and still got 2tW-15tW at Idle.

    UPD.
Tested 4.4GHz 4xCCX and end up with 8359Pts. (Gives better Lows 0.1%).
Temps seems normal at ~60deg. C, tW at ~65W
