You can use RadeonPro to force Vsync and there is Enhanced Sync in Radeon Settings.

Not sure about the rest, but AC Black Flag ran like dog turd on my pc ~two months ago, even at 1080p.
Recommended setup does not mean maxed out settings.
It happens, I played with Cryostasis a few weeks ago and I had to cap it to 45 fps, any other cap (30, 40, 50) gave me either very low sub 20 fps...
You should try radeonpro's double vsync instead. Still 30 fps is not gonna be smooth no matter what.

Hopefully, gamedevs will optimize their games sooner for Ryzen than they did with FX.
So, for Arma 3 you basically need an i7, since i5 stutters and Ryzen has really low fps.
Or ROTTR and DOOM...
Did that on win 10, took about 2 minutes, same results. Oh well, back to gaming....
