Your wrong. I check it, AMD GPU Clock doesn't cause any flikkering on the screen when changing the gpu speed.
I think the HD4850 doesn't have fan control because you need 4 wires for it and yours has 3 wires (12v, sensor, ground).
AMD GPU Clock Tool and Overdrive can change the gpu clock without (re)setting the speed of the ram. :(
