maybe because OBS with AMD VCE support based on old OBS branch, while OBS-MP is newest version and separate dev branch. Old OBS is not updated...
OBS-MP also support AMD VCE encoder.
You can delete it when using drivers directly from AMD.
Some modded drivers needs this folder for proper work.
