Yes, the RT and Tensor cores only do those tasks. If you disable those functions, that hardware is left unused.

The bug is that it's neither freed, nor is it reasiggned when other apps ask for memory, at least not before causing major stuttering.
You're not supposed to unpack the driver with WinRAR.
NVSlimmer expects you to open the driver package itself.
There's already 435 drivers from MS Update, but they're probably older than the latest 431s.
