I think I finally figured what was wrong.
The Fan settings were not being applied within wattman causing...
Turning off the monitor does the same, display stays blank when turning the monitor back on (Monitor Model: Iiyama G-Master GB2488HSU-B2 )
Sapphire reference RX480 8GB, screen stays blank after the monitor recovers from sleep mode (monitor sleep mode not PC sleep mode). No such issue...
Hmm, that's good news for me and others (RX 480 / Fury) but I do hope they fix it for all with their next driver release.

OC Clocks don't apply on boot up and it prevents my AMD GVR to auto record on game load up
