The issue of blur is relative to the 60Hz monitor, I thought that was your biggest issue. More gpu power isn't going to solve the blur.
The 3800x is a great cpu for the money. The 3900x is just a bit too expensive for my tastes as I primarily game....
Maybe get a really nice 1440p IPS panel at 144Hz? Your display issues won't be solved with just a gpu upgrade due to a 60Hz monitor.
