You mean vrr on vsync off but what about fps limit? If fps above 90 its almost tear free anyway. Try limit it to 75 and see if you get tearing...

For whats it worth i'm on 6700k, gtx1080, win10 21h2 latest update and driver i am on is 496.49 rdr2 on vulkan runs real smooth actually on hdd...
If you won't set fps limit to sustainable for your card at all times the game won't feel smooth.
