Sounds like your case dont have good airflow because MSI Gaming X is among the coolest 5700xt cards....

Clearly AMD is rushed HWS drivers for 5600/5700 in beta state to follow up Nvidia, so just wait, next release will bring support for older hardware.
HAGS is nothing special fo the time being, atleast on my system, Ryzen 5 3600 and RX 5600 XT. Maybe +2,3 fps here and there...
