Nvidia is aware of the issue and your not alone, i also cant change any settings via the nvidia control panel in windows 10 either, only solution...
Just ran it for myself and got corrupt files and it was able to properly repair everything, the log files say its an error with the file ownership...

none of the above, im using the latest developer driver 358.78 and its been pretty damn good. gta v is smooth as ever with this driver.
So far so good, these drivers finally fix the screen flickering in chrome and on the desktop. games are unaffected and work as good as always.
