Excluding HW accelerated GPU scheduling (which apparently isn't working even when enabled), 450.99 performs a little better than 446.14. Benchmark...
I completely agree, and have attached an image I have posted elsewhere that mirrors your findings. That's not to say it will work exactly the same...
2004 is still an insider build. IMO I'd wait until its official release. I use/test it from time to time but 1909 is still my daily driver....

In regards to Video Capture, it would be good if it allowed "Alt" for push-to-talk (audio), as that is common for VOIP.
