Driver V-Sync and limit frames to whatever refresh rate you're running at via rtss is the best option imo for the most consistent frame times etc.

Similar issue here, it'll lock to 40 frames at certain points which is odd since I'm using G-Sync, does the same with v -sync off... game runs...
