Please post GPU temperatures at idle & load. Make sure the power connections to the motherboard, CPU and GPU are ok.

Have you considered returning it to dell/alienware? it sounds faulty to me. at the very least have you raised a support ticket with them?
go for the GTX 970.
Nvidia cards use about 100W less than comparable AMD cards and I would ignore the whole directx12 debate. It's pointless...
Make sure all the power leads are connected properly (to the motherboard - ATX & CPU power connectors and the GFX card) and the PSU is up to the task.
maybe the temperatures being reported are the deltas. they shouldn't be negative. the sensors might be borked.
had to reinstall anyway, I got the installation wrong when the BIOS didn't boot using UEFI. wanted a GPT disk not MBR

12.6 fixed the switchable graphics issue I was had with 12.4! All is well again.
