Some people just love imposing their stuff, whether it's useful or pure garbage. Logics and common sense won't help you here, don't waste your time.
Correct. It might be unrelated to your issue. Launching ATT once after installing the drivers caused me the same issue with tearing you describe...

This issue was present for years on GCN cards (bnet thread) and they didn't bother fixing it until a month after...
So... Driver Vsync and Triple Buffering outside of OpenGL, or their complete stupidity on this part remains true ?
I can confirm this. Didn't check GIFs, though, but it happens on normal H264 playback with HW acceleration enabled.
Try the workaround install mode. In the InstallManager.cfg find
WorkaroundInstall=false and set it to true.

Bump. Tried cclutch posted in the end of this thread, but it didn't work with any full screen game\app I tried.
They promised the drivers with the new memory manager "in a few weeks". But that was over two months ago... I doubt that 13.5 is the one.
