If you play without Vsync you always benefit from it (more Hz = less tearing and smoother).

afair there have also been reports about Borderlands 2 issues with 9.13, not just Metro LL.
9.12.1031 works without any issues for me in BL2....
You got the latest version. I'd use the latest beta driver with the latest PhysX 9.12.xx version since 9.13 can have performance issues with GPU...

It's only for DX9 (Dead Island etc.) and older and has nothing to do with the BF3 issue.
You are right, it disabled automatic negative LOD bias with SGSSAA.
Take a look at the desert ground texture on Operation Firestorm.
There is not much that can be done, only enhancing in-game MSAA to TrSSAA or SGSSAA gives a little bit of improvement.
