Many AMD drivers, Nvidia too, have regressions for a specific games.;-) it has happened with Gears of war, with Forza Horizon etc. Report the issue.
Outer Worlds works very bad compared with Gears 5
In my setup, Ryzen 2600, dx11 wins for a ≈ 10%. Maybe in old cpus that sandy Bridge, AMD FX etc dx12 works better
Grid runs more faster in dx11.

At level of ps4 or more, 7970 works very well with Destiny 2, Forza 7, resident evil 7, Injustice, Tekken 7, The Evil With in 2 etc.
With this driver have looooong loading times in FORZA 7. Five minutes or more for start a race. someone else? Fall creartors update and 280x/7970.

Uvd bug GNC 1.0 it's fixed for me, can play youtube 1080p videos and after frequencies back to idle state 300/150mhz. Play recorded videos...

I detected high usage of VRam at idle 16.6.1 was 140MB, now with 16.7.2 mark 240MB anda if i open more windows memory increase too much....
DX12, mantle or Vulkan are used, mainly, for reduce bottleneck of the cpu if you have a beast processor the proft is minor or zero. In games...
