There is no top bar when its in that mode.
Just double-click on the outer edge somewhere and it will change back to full mode.
Have you tried lowering teh Antialiasing and anisotropic filtering?
Going from a X8x0 to a 7800 would be better than upgrading the CPU.
IMO you should wait until Windows Vista is released before upgrading anything.

Is your 1.8GHz just a Willamette model?
