Had the same issue. Resolved it by removing ICC color profile in color management. P.S. haven't tried yet to add it back and restart my PC to see...

About my stutters and FPS drops. In Task Manager i noticed that mafia3.exe is running with High priority. Setting it to Normal fixed it....
I get more stutters and FPS drops after this patch. :(
