I used to get flickering/flashing texture in specific parts in witcher 2 and few other games, after changing my mobo from gigabyte HD3 to msi g45...
It was changeable in 13.b2 just try it out yourself.
Install radeon pro and change flip queue size to 1 or 2, that will fix the flickering in witcher 2.
