you need to use D3D11 in the options.
You can see in pictures D3D11 is being used.

 

I selected "Prefer DX11" or similar, can you force it somehow so I can try?

On the other hand if DX11 causes problems then why not use DX9?

The Prioritize DX11 had a "block" instead of a tick actually, now configured as you described, works fine:

 

So it's something AMD changed with the newest drivers, it inserts the LG OLED CX55 into Instant Gaming mode even in desktop, something is screwing the video somehow, it doesn't happen in any other driver, only since 2.6.x

If you have a monitor and don't have the issue then you have other devices that don't get this bug. It might happen only on TV's especially the ones with some features normal monitors don't have.

Or you don't test the same movies I have which I downloaded and didn't record. because I don't have the issue with HDR movies.

Also, don't forget you play at 60Fps, it might be an issue with any other Fps.

 

Sorry I thought that someone doesn't know how to set DX11 decoder (instead of DX9).
