PC Power LED doesn't turn off with PCI-E USB 2.0 card plugged in

    Motherboard: ASrock Z390 Steel Legend

    PSU: Corsair RM650

    PCI-E Card: https://www.amazon.de/gp/product/B002RL8V7E/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1

    When this card is plugged in, the power LED of my PC chassis - which would normally turn off when the computer is shut down - doesn't turn off. Also both CPU_LED and RAM_LED turn red on the mainboard, when the PC is shut down.

    It doesn't matter if anything is plugged in into the PCI-E card. I normally wanted to try to use it for the mouse.

    Also, I didn't plug anything to the card for the power - it works without any cable. If I wanted to try, what kind of cable would I need?

    I just checked again and every "WakeOn..." setting is disabled, even if the PCI-E card is plugged in :(

    Edit: Fast Startup is also disabled if you were wondering.

    It says that everything is either not available, not supported or off.

    5 minutes ago I tried "powercfg -h off"

    Here is the output:

    reset the bios via the jumper and repost the powercfg /a state after.
