Thats not how anything works, so get off that mindset.

another user with this problem fixed it by updating from a version of windows 10 that amd no longer officially suppports.

the most ocmmon reports are from Crossfire users with drivers that enable UPLS

I confirm this behaviour on 2 computers, going back to latest whql solves both problems (shut down and black screens)

I'm using windows 10 version 21h1 Build: 19043.867 with the adrenalin driver 21.2.3 and here everything is OK, turning off and on normally.

No issues here. Though, I disagree with Astyanax, hardware/electronic engineers are two levels superior to software/application engineers. So, driver itself can be the cause of ruining computers or arrays of machines. It isn't always the system's hardware to blame, usually it's victim, not perpetrator.

    who said it was hardware?

fixing a system is as much the software stack as it the hardware stack?

He could be experiencing the issue because he refuses to move off of 1607 for all you know.

And I am sure you know how everything works, yeah? After reading through a couple of your posts, I am reconsidering whether I should take anything you say seriously.

Updating from Driver version A to B causes BSOD. Reverting to Driver version A fixes the issue. But that's not how anything works. LMFAO. o_O

Even on Windows 10 build 1607, if such a behavior was to occur, it'd still be the fault of Driver version B for that particular user. Yes, the user should definitely update the OS for stability. There could be a 100 reasons for a newer version of driver to have issues like incompatibility with another software installed on the system. But in the tone you presented your case is probably what's getting you these replies, pretty deservingly.

(Note: on some older build of Windows 10, the newer AMD drivers will simply refuse to install, saying no compatible hardware is present.)

Gotta admit I miss reading some of the Shenanigans that gets posted in here. :D Keep up the good work. HUB should quit reviewing hardware btw. You should do an expose video on them with that power saving theory.

Gigabyte RX 5700 and no problem here. But I'm using this latest bios: https://www.techpowerup.com/vgabios/224640/224640
If reverting to previous version of driver works, it doesn't have to mean, it's only driver problem, not HW (including bios). It can simply be some HW problem which is activated by this version of driver, but not really a problem of the driver. You now see only consequence, but you don't know the true cause... Problem is to find the cause, as in PC builds there is so much of variants.

After updated the PSU, clean installed the newest driver, it still crashes. Change to the WHQL driver, problem is no more.

About re-bar, seems like gpu-z just reads from motherboard bios as i have it enabled in bios (asrock taichi x570 bios 4.00) and as you can see on the screenshot it is just rx580 on regular 21.2.3 driver:

    Dang it.
I have 2 options, Auto and OFF in my BIOS.
I have Above 4G encoding on and ReBAR Auto.
    CSM is obviously disabled.
