Slapped these on top of 451.22 and first issues I noticed:
GPU scaling option is gone from Sharpening.
No resolutions, color depth and refresh rate is detected by the control panel, everything is blank there.

I did have Sharpening GPU scaling enabled on previous drivers and I still have custom resolutions created by that available for use when changing resolution in Windows.

I installed on top of 451.22 and no such issues here, seems good so far.

Same here, all the usual settings are available on my system with an RTX card.
There is a an extra "Developer Settings" entry but that's expected given the nature of this driver.

451.22 is thee driver for W10 2004, so this is welcomed.

Suppose I'll try doing a clean install instead, I did install 451.22 on top of 450 DX12 drivers so maybe there's some leftover shenanigans. Or could be because I'm connected via DVI. Might even be unrelated to drivers, Control Panel updated a day or two ago and I didn't open it since so could be some broken update as well.
Also do you have GPU-Z installed? Do you mind opening it and dragging the window around? Maybe it's GPU-Z issue but the window moves in slow motion like a very high input lag. I don't think it behaved like that on previous drivers.
    HAGS enabled.

upd: clean DDU install, resolution with refresh rate and color are now visible in Control Panel but now Sharpening is gone completely. Can anyone else confirm?

Any chances for standard version or some repack into standard?

I think from WSL Project or something like that and think that these are connected to cuda also

For a leaked what I assume is some form of development oriented driver?
They might be good for a full format seems kinda a bit much until an actual 450 branch main release driver comes out and if you absolutely must have a clean install for them.

EDIT: Well that and waiting a day or three for some user reports and general info on how they perform over at least some period of time.

Try setting your mouse to 125hz, does it fix the slow motion?

That's an option but I don't have mouse drivers installed since Logitech drivers are even more bloated than Nvidia so I can't really do that. By default it runs @1000hz if I'm not mistaken.
But it doesn't matter much, so far I only noticed such behavior in GPU-Z while other windows don't have this issue so I can live with that. Not like I use use GPU-Z much anyway or even move/resize its window when I use it.

I think i have seen the same issue with the Razer synapse 2.0 app, I saw it happen earlier today, when i moved the razer app around the desktop, it was "floaty". If i dragged the window around the desktop really fast, it would take a while to catch up, moving in slow motion. I could move my mouse cursor around the desktop whilst the razer synapse window was still moving and catching up.

I saw two cursors on the screen at one time. Very odd. At 1000hz polling rate it was at its worst, 500hz not so bad, at 125hz the issue went away. My cpu is a 3700x so i doubt its struggling.

Ive been installing a few different Nvidia drivers to test them out, including those with cuda (which i had issues removing using add/remove). I used DDU and the slowdowns in Synapse still occured, im not sure, possibly remnants from the cuda has caused this to happen. I have since removed synapse 2.0 and installed the latest version, that i have had no issues with. Synapse 2.0 was fine the last time I opened it (a few days ago) .

Oh and I tested gpu-z and it moves fine for me, no slowness. (2.32.0)
