What is interesting is that Hardware Acceleration wasn't the cause of the problem. It was the shaderCache folder. Once that was deleted Chrome worked normally. I can only wonder if the same can be applied to other applications. Furthermore, is there gpu shader cache of some kind in win10? I only know of the DirectX shader cache that can be deleted withing Disk CleanUp. So, you have an AMD card and still get this in Chrome that should fix it for you. chromium is the only one that retains a gpu cache, the cache2 folder is only temporary images and js.
For the new Microsoft Edge based on Chromium: \Users\USERNAME\AppData\Local\Microsoft\Edge\User Data\ShaderCache\GPUCache (Although I've never run into this issue so far)
