    http://www.mediafire.com/file/15oa8cm1bhulwhg/VcBinRemover.zip/file
    MD5 hash for zip-file: CA4C74BA8BA3A45433969F328D45CD41

It was included in original MSVC installer created by thatguy91.

    readme:
When running a program, it looks for the .dll files in the program directory before looking in the system path and use this file if found. It is this principle that allows SweetFX and eFX to work, for those that are into PC gaming may be aware. The downside of this is if the VC++ runtime files in the folder are from an old build of that particular runtime version there may have security, stability, or performance penalties.
This utility looks for files that match the known file names for the Visual C++ runtimes and presents them as a list where they can be selected to be removed. By removing these files it forces applications to use the version installed in the Windows folder instead of the versions distributed with the program. The runtimes are backed up in their existing folder and they can be restored by running the batch file the utility generates.
The utility looks for the file names based on a template, don't modifiy the template yourself, redownload the utility as required. The template is located in the VcBinRemover.exe.ini file.
When open, ensure the 'Search & remove' tab is selected. At the top right hand corner you will see a space to enter the folder for which you wish to search. That input field where you can type folder path should offer folder names as an autocomplete feature, just like the address bar in Explorer. You can then select the desired folder. To initiate the autocomplete, start typing in the path you wish to scan, such as c:\ and the list should appear.
A list of the runtimes and the folders where they reside will now appear, with check boxes to their left. These checkboxes denote whether you wish the utility to perform the action against that file. Basically it's safe to select most of them, apart from those that reside in an antivirus folder, or if you have a Visual Studio version installed, the runtimes inside the Visual Studio folder.
Apart from the Program Files and Program Files (x86) (on x64 systems) folders, another suggestion of a place to run this utility is on game folders.

In short, this utility helps to search for MSVC dll-files in folders (recursively), and then either remove or rename them, or replace with newer versions found in various system locations.
Also it creates bat-files to undo the renaming, and may be removing too (I do not remember).

The last link under thatguy91 still works. That is where I got my version. Also where I got his version of the .net rebuilding utility. Do not know what will become of the Easy Ngen (.NET Framework) Runner v5 utility when MS advances beyond 4.X.

The link is on page 19 for anyone that is interested.

@mbk1969 : That mediafire link, it an updated version of the utility? or same version offered on thatguy91's onedrive account?
