It has been like this for a long time, by default you can't. But there is a way.

If you right click the game icon, go properties, go to the compatibility tab, and tick √ Disable Fullscreen Optimizations

Now in the game settings if you choose Fullscreen Exclusive, it should work.

Updated today from 1903 to 1909 with the media creation tool.

    Took about 30 minutes.

Seems to have gone flawless, just the usual resets such as audio settings.

Been on 1909 for about a month. Ran very well with little issue. A few days ago noticed a few random DWM.exe errors with screen blinking in-out, esp when working with vid files . Couldnt resolve it as Event Viewer pointed to windows own system files as faulting modules. Backed up the OS and switched to 20h1 latest build and problem gone. May hang on to this for a while.

Has anyone noticed an improvement in BF5 DX12 mode on Nvidia hardware since updating? Before updating, BF5 would stutter every so often despite having higher FPS than DX11, but now the stuttering is gone. I don't know if it's because of the Windows update or because I updated the drivers. Every single driver update I've had never rectified the problem though so I doubt it was the driver update that did it.

    A little warning here.
Windows just force-updated our computers here with KB4556799 which updated the 1909 build number to 18363.836. With that updated, PCs (all with boot SSDs, two with Samsung 870 Pro/Evo NVMe SSDs, two with SATA Samsung ones) now take 5+ Minutes to boot instead of mere seconds, the GUI is sluggish and shutting down/restarting windows takes minutes as well. I also noticed the RGB LEDs on my Logitech G19 keyboard were no longer lit while the update was in place.
Uninstalling this update fixed the problems on all computers in the household. So just in case you are hit with similar problems, uninstalling this update may help to fix it.

Update: One of my friends also saw the same issue, albeit two others didn't, so it seems to be a configuration specific issue of sorts with this update.

Two SSD here (850 and 860evo) no issues with boot times, around 6-8 sec.

Cant install KB4556799, giving 0x80073701 error. Tried all the dism things, no avail. Sigh, first update since months, probably years which gives me an error and is not installing.

time to do the 19041 upgrade and skip the nightmare of staying on 1909.

FSO are evolving a lot now. On 1803, they would utterly break TW3. On 1809, with this active, the game is absurdly smooth. It's pretty saddening that when you google "full screen optimizations" all you get is a bunch of sad morons at Reddit that "recommend" you to disable this globally because "it's bad". And you see users in here panicking on why this setting can't be disabled at some games now. Unless is breaking and bugging your game, I literally see no reason why to fear this like the pest.

And ultimately, MS will enable FSO on everything soon; programs and games need to adapt to this or you can just use an older Windows version so the "evil and terrible" FSO don't ever haunt you again. Guess some internet randoms know more than MS engineers.

Good link, that's a great read.

    @Smough

Because of "do not fix what is not broken". For many years game developers were using exclusive full screen mode, and GPU driver developers provided facilities for that. And suddenly Microsof decided to optimise all that. Seems like the sole reason for FSO is a game bar features invented in Win10 - it is not visible in exclusive full screen mode.

I don't know what you're saying by "panick", I merely stated that in BFx if you disable FSO in properties it doesn't do what you would expect.
I leave it off (default) for BFx games, I have no issues with frame times, stuttering or anything else in those games.
I do cap my fps and I don't use Vsync.
