Hmm so one more cumulative after all it seems. KB4517389 bringing it up to 18362.418 or 18363.418 I would assume for anyone who has the enablement package installed turning 1903 to 1909
Should be up here shortly for what it adds. https://support.microsoft.com/en-us/help/4498140/windows-10-update-history

And then the usual for .NET and the cumulative malicious software update.

EDIT: Via MyDigitalLife it's a CU and a SSU.

So anyone who is running 18362.418 1903 is actually using 18363.418 but 1909 features are disabled?

Yep from posts via MyDigitalLife and also here on Guru3D the only difference between the two is that there's a small KB package that gets integrated and enables the features while also bumping up the build number and beyond that it's completely identical now between the two versions since they share updates and content though users on the insider rings now get said package during update installation whereas regular OS users remain on 18362 without it. :)

Thought it would actually go live today as part of the OS update schedule since it's more or less a service pack for 19H1 adding a couple of additions for OEM's and then also a couple of backported 20H1 features but overall it's not the most expansive update for Windows 10 and just fills things out until 20H1 and the start of the yearly update build releases servicing as having something for 19H2 :)

If there's no future updates then the only thing left is for said small package to roll out to the main update channel and after reboot everyone on 1903 would then be on 1909 with little else changing, maybe next week then but Microsoft must have some schedule for when to get that out maybe a bit after these updates if there's nothing else holding it back.
(Which there shouldn't be since it's just that small single component package that differentiates the two builds now and has been since around 18362.356 or perhaps a bit before that even.)

Is the Release Preview build the same that will be released as RTM soon? I'm looking to reinstall my system and don't want any remains of Insider Program code left in the build.

With the 1909 update, got the Nvidia HDMI audio bug again. Audio goes into low power saving mode, so no sound for first few seconds when playing any audio material. In past, usually fixed with disabling low power saving modes with a reg tweak. Doesnt work with 1909.

1909 didn't change anything in the audio sub system that wouldn't have already applied to 1903 with the same cumulative updates.

Audio sub-system or not, with 1903, was working fine. Though after every Nvidia driver install, must apply reg fix to work. After 1909, cant be fixed by the reg tweak. Pretty sure its Nvidia + 1909 issue. Resolved it by plugging the HDMI audio cable into the Intel IGP to feed the AV receiver. No more audio issues.
