Just try different drivers, preferably 19.8.1 WHQL or newer.
Or try older like 19.6.2

Sorry, but not. If i set VSyncControl(NOT DEF) 0x3300 i have always ON usual vsync not Dynamic.

 

Try to control V-sync in Relive (some Tweaks can be tricky with new drivers+Relive)
Try them and report back, i will then update OP with Your findings.

We have now 5 switches for V-sync (looking at Relive settings).

 

Question: OpenGL extension limit customization is available as an option? (actually I don't have a Radeon GPU to test by myself)

Better not to touch some of this (in RadMod), make changes only in Relive.

These are the only avaible options for Radeons.

You can try:
Main3D_DEF 1
Main3D 0x3100

Also give the Enchanced sync a go

 

And why you suggest me ReLive?

1. I have no freesync monitor
2. Enchanced sync give me stuttering

Why officialy Dynamicsync is removed from driver?
And why this options present in RadeonPRO and RadeonMod. See screen.

So, value "VSyncControl_DEF 3" is fake and not work? And i cant have Dynmic sync anyway on Radeons?

RadeonPRO not compatible with new Steam games. It cause error at launch game.

Dynamic sync may be old, but great wored for me.
New techs line Enhanced sync, Chill, AntiLag expensive(freesync monitor needed) and not work to me, it cuse tons of stuttering(
