It is not a secret that Samsung has been working on A-die memory ICs, after ending the B-die series, however, they've already been spotted. The DRAMeXchange is already expecting prices to drop furth... Samsung A-die-DRAM spotted, might make DDR4 even cheaper
As long we don't have any Blackouts and tsunamis the price is gonna fall. The Toshiba blackout 2 months ago hiked RAM prices by 5 to 15€
With those specs, it's perfect for the big PC vendors who never care about the speed or timings, only the price and capacity. They can still sell their "Ultra Gaming PC", and the average prebuilt buyer won't know any better, as long as there are plenty of RGB leds.
It makes sense that performance would regress with a new process and design, though I suppose it's possible that these very early samples are for validation as well? As in, the final products might offer notably better options. Compared CPU engineering samples etc.
Although timings sound bad, these fall in line with JEDEC specification. Samsung has to validate they can initiate production within spec, then look for improvements.

Bro, some dude saw a squirrel fart in Malaysia last week. RAM prices have to be increased 800% again for the next 4 years. Sorry. I wish that wasn't so disgustingly close to what has actually been going on. I can't believe businesses can be allowed to so freely price fix and a decade and a half later all that happens is that they get a slap on the wrist, if even that.
@Neo Cyrus the biggest problem i see is that Samsung micron and hynix sit on the table and decide to jack up prices .... If your computer is vital for your work etc and you need ram right now .....what can you do? Especially if it is your livelihood .... nothing just shamefully lower your head when you buy em !
we still have samsung 8Gb C-die being produced atm, currently only shipping on oem samsung dimms, but they can still do reasonable timings/frequencies from what i have read. edit: there is also an 8Gb D-die revision now available, shouldn't effect higher speed memory availability from samsung that much.
