Hey all. Need some help. I just did a fresh install on 1903 and I am getting some weird stutter going on. In games I'll be going along at say 100+fps then all of a sudden it'll drop down to like 80ish fps and stutter horribly and it does it anywhere between every 30-60 secs. It not only is doing this in games but also while I am surfing the net(as I type(every 30 or so secs) it pauses and takes it a lil to show what I typed)). Youtube videos stutter and when I scroll web pages it pauses(My desktop even pauses/stutters). I just can't figure it out. I have tried many of the latest video drivers and I've taken the OC off of both my gpu and cpu, but it still does it. Sooo, in short no matter what I'm doing my computer pauses and it is driving me CrAzY!! Any ideas? If you need more info just ask away. My rig is in my sig. Currently running Hotfix 430.97.
I'm afraid it's because of the 1903 version. Run https://www.resplendence.com/latencymon and when the stutter happens, check and post the results.
Well I started that LatencyMon program up and let it run and left for a few. Came back and this is what it was saying after a lil over 19 minis. Not sure where to start. I tried that CPU throttling thing it said but not seeing it....
Ok I'm back. Well while I was waiting, I did some searching and came across this article on "How to disable Power Throttling in Windows 10". It's almost a couple of years old, but what it said to do worked!!! 1st I tried disabling p/c states in the bios and that seemed to help one of the red bars in LatencyMon but the other was still red. So like I said I looked around and found that article. I just downloaded the batch files(towards bottom of page) he had for disabling and enabling power throttling. Ran the disable one, rebooted, and boom back to butter smooth gaming and everything else!! I really thought something was wrong with a piece of hardware in my system. I jumped into GTA5 and played for about half an hour and didn't get any of the stuttering at all. Every game I tried had none of that crazy stuttering! Surfed around a bit and watched some videos and all is good. Just thought I'd report back on how I fixed it if anyone else seems to have that problem. Thanks for the replies and info. disable it at the global policy level and reboot, otherwise set windows to Performance power profile, on balanced and low performance power throttling is used.
Strange thing is today System interrupts shows disabled power throttling... I wanted to see the impact of switching from my default balanced plan to performance one, I launched Task Manager and found out...
I checked last night when I read his report, my task manager had disabled for all processes, and I changed to power saver and balanced and it still showed all disabled. I even looked at power management in reg and I couldn't find anything, but I might of missed it if it is worded oddly. Anyway, I enabled it in GPE just for kicks. Edit; system interrupts is marked enabled. Edit2: I see now this is only supported on newer CPU's Broadwell/Skylake, also if you enable it through GPE and then remove it, it will still be enabled cause the setting is not in policy area but in the reg key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerThrottling, PowerThrottlingOff DWORD 1
Yeh, I checked this last night and thought they were all disabled, this morning I have system interrupt showing enabled. That is with GPE enabled to disable power throttling.

Then I should not see it "Enabled" on my rig with IB-E CPU. PS Mentioned article was published APRIL 18, 2017, and said "Note: Power Throttling is currently available only for processors with Intel’s Speed Shift technology, available in Intel’s 6th-gen (and beyond) Core processors – we’re working on expanding support to other processors as well over the next few months."
You might see it enabled because they also wrote "we’re working on expanding support to other processors as well over the next few months." but tbh i didn't think the onchip power manager was implemented till haswell-e
I am on 3570k and I get same results in TM with it enabled or disabled, only process with enabled is system interrupt. My feeling this is more for mobile platforms. Probably also similar to the low latency speed-step they introduced in Skylake.
