Not all Polaris, I don't have that issue with a single 60Hz monitor/RX480 (stays at 300MHz). Strangely, most affected seem to be using RX5xx series.

Having them on separate sources (DP vs HDMI) can avoid the bug. If you have 2 on DP and one on HDMI, then you'll notice the bug.

    Thank you!!
Installing these installed the UWP Store Radeon Settings lite.

    Edit:

I have found the first "downside" of this.
    No in-game overlay.
    No custom profiles for games.
No Enhanced Sync per game unless you activate it globally.

Other than that, it's better than the normal Radeon Settings.

I got one 4k Samsung monitor and 19.4.2 is fixing this issue for me!

Another problem with 19.5.x is ReLive does not record in-game when it has not been activated on the desktop before - well AMD did a lousy job with this driver.

@LocoDiceGR is it good for a computer which is almost all day "ON" to have 1750 memory clock ?

Beside some higher vrm temps on idle there wont be any problems. It can run 1750mhz all day long. Its just annoying thats all.

Yeah. My idle temperature is 50c, mostly because I live in pretty warm place (44c-47c temperatures in summers).

No, card is on idle. It barely uses any power even when memory is at 1750mhz. Voltage is also at stock 950. Only when you run 3d application voltage will jump to your core clock levels.
