    Typo. That's beta 16, not 15.

I"m a noob to this type of GPU monitoring and overclocking tools. Are there like a resources for common and stable presets I could set for my 2080ti? I'm not interested in extreme overclocking or anything just a little extra boost or enhancement settings that are stable and common.

If you're not interested in pushing the card to the edge than the auto overclocking function is for made for you. Just click the OC button on the top left and scan.
I believe you still need to increase voltage and power limit slider manually first, but you don't have to if you don't want to.

add between 700-1000 Mhz to mem clock and run some benches play some games, if nothing crashes (etc),
lower mem clock by 100 Mhz (making sure its really stable no matter what).
    max out temp/power/voltage sliders.

save as profile and just load before starting games.

Is it me or is the power limit locked to 100% and no more?

900 series support was never declared for NVIDIA scanner technology.

What about thinking a bit or at least reading the release notes? First, there are zero changes for NV card owners listed. Second, NVIDIA scanner is proprietary NVIDIA technology, you cannot expect it to behave differently by upgrading AB version, it is deadly illogical.

How do you make monitoring part larger like in screenshot #2 without detach? It appears not to be deatached in screenshot #2. I rightclicked on everything, went through option and I can't seem to find that option anywhere?

Attached monitoring window size is defined by skin and we allow editing the skins, so you can easily make it bigger yourself.
