^When I get home, about 2~2.5 hours, will then be able to give the exact line.

    hmm, I don't know.
Only thing is to try to revert back to see what caused it.
I would first try setting system bios to defaults (save any settings as profile if available).
Since you did DP firmware update, I guess you could try revert to newest GPU bios w/o the DP fix.
To see what causes it, could also try last known driver that worked but I don't think that is it.

That's all I can think of, see if others have any suggestions.

Here is the exact line on my system

The line is near the bottom of the list. The reason DDU leaves this entry may be due to that the exact line name may differ from rig to rig. All I know is that this and the equivalent AMD entry is not deleted. Deleting the key requires ownership and then granting full rights. After getting ownership of the key, you'll need to set full rights separately for it's properties key as well before the whole entry can be deleted. After deleting this key is when I install a new driver.

    @bigcid1

What if you force gen3 by pcie16x in bios?

Ok thanks, I just got another yesterday, posted in 398.18 beta hf thread.

So first I have to uninstall, then run ddu, then go to registry and manually delete this value?

^Yes. I have always deleted the key itself because the key does not exist till the driver is installed. That is my reasoning anyway.

It gives an option for the generation, but not link speed

    Ah I guess x79 doesn't have this, my z87 has all 3.

Ok I will try it next time when it gives me this warning again.

It looks like any non gaming app that uses gpu hw can potentially have some sort of unhooking issue and doesn't release it by reboot.

    So far it happened by
    Vlc player
    Winamp
Firefox - if watching flashplayer videos.

I never noticed it by nvcpl like spajdrik mentioned it, although I don't tweak my profiles in nvcpl, just nvinspector.

Some of you may be aware that I've been avoiding the 390 series since the stuttering issues in the first three releases.
I was forced to try this (it's a requirement for the new FFMPEG) and a few hours gaming didn't seem to have the stutter.
Haven't tried it with power monitoring on yet, that's one for tomorrow.
Thought I should share the (apparently... I'm cautiously optimistic) good news.

My son has the same exact card as me an his is running at x16 in gpu-z
I'm going to flash his vbios and that will tell me if it a mb or vc issue

    update,
I flashed it and it still runs at x8
I also full reflashed a older mb bios as well ,no difference

Yeh, not sure what to say, you could try switching cards, but if it was a MB slot then it would have worked if you have a second 16x slot.
Luckily there probably not much performance from 8x to 16x on a single card

Edit: There is a small % that damage could happen switching cards around.
I never ran into this but it can happen depending on what is bad/wrong if it is a HW issue.

Noticed you were running an m.2 drive. Your issue could be that? While in theory you should have enough pcie lanes, in practice, it's possible your board is halving your gpu because of the other drives/hardware you have installed. I ran into this situation with my z270. It mattered which slot I installed my m.2: closest to the cpu and 16x on the gpu. When installed in the slot furthest from, because that slot shared lanes, I only got 8x. Took a minute to figure out what tf was going on.

I suggest pulling the manual and seeing if any m.2 slots share lanes?

It was at x8 in both slots
tomorrow morning I'm going to put my car in his PC and see if it works at x16 and his in mine
to end the situation ,and I'll report back
