Go to Task Manager (Ctrl+Shift+Esc), switch to tab "Details", sort the grid by column CPU - that will give you the names of processes with top CPU usage.

Have you tried System file checker yet? It may find an issue.

I had this issue awhile back and had to reinstall windows 10.

Found this too. worth looking at. Sometimes Task Manager might be blocked by third-party antivirus tools you use. So if you’re using any of such programs, completely uninstall them for a while and check the status of the issue.

If you don't have an "administrator" there something wrong going on with your system.

Is it your home or work PC?

I was going to say, sounds like you have a virus, blocking you from accessing task manager is something I virus would do, it therefore stops you from disabling it, or even finding it, try booting in safe mode and see if you can open task manager in safe mode, then scan you computer.

High CPU usage and high RAM usage is another sign of a virus.

I'd highly suggest to fresh install OS. Take backup and full format when installing OS. Make sure there no virus in backups.

You have malicious junk on there - missing taskmanager and CPU load is a good indicator since some of the junk alters your system in such a way as to be unable to open taskmanager and/or other service/system tools - De-junkyfying serveral PCs and laptops belonging to members of the opposite gender is always interesting in that regard

Ok.., clean installation has just been done.., right now i'm installing the drivers.., and see for the result for the cpu load and temperature...

i think so.., i guess it comes from one of the application.., seems have to sort out before installing app into windows..
