Is there a driver way to make textures really blurry?

I'm not sure if some of you guys are playing Rainbow Six Siege, but take a look at this tweet: https://twitter.com/UndeadR6/status/884402734807601152
Usually Rainbow Six Siege doesn't look like CS 1.6 and the textures are somewhat high quality (even at low settings) and of course have realistic characters (like you can see tiles in walls).
However on that tweets' pics all textures seem blurred and really really zoomed out.

Is there any setting in nvinspector / regedit key that could make the LOD so far away or blur out the textures?

Clearly this is part of the mod he is promoting there.

That "promod" is just a fun abbr for 'modification'. It's not a game file mod.

Set lod to allow and +1.0 or + 2.0

I'm pretty sure those screenshots involve some game file modification. Is not only a texture mod, it lacks shadows, ambient occlusion, shaders, antialiasing, etc. Surely is some kind of modification of the base configuration files where he disabled every graphic option and one of them is set max texture resolution to 2x2 or something like that.
